William Patrick Palmer was born on September 27, 1970, in Ashtabula Ohio, to Lucinda Nappi Palmer and William Lee Palmer. His sister, Valerie, and his mother were both by his side as he passed away on March 6, 2025.
Billy was a graduate of Ashtabula Harbor High School in 1988 where he was elected to be the President of his Senior Class. After graduation he attended Ashtabula Kent State University. That was when he decided he wanted to work outside and not in an office. He began his own Landscaping business and his perfecting skills with his work contributed greatly to the beauty of businesses and private homes throughout the city.
He played baseball in his earlier years. Later on he liked to go fishing and enjoyed golfing. He also like to hunt during the fall with some of his friends. He was elected as President of the Young Men's Social Club for a year.
Billy enjoyed feeding the wildlife that visited the tree outside of his apartment. He had corn surrounding the base of that tree and
